i use a brush similar to this for cleaning the inside barrel of the wheel and behind the spokes:

and a wheel Schmitt for the face of the wheel, and i use the backside of the schmitt to scrub the tires:

also two coats of wheel sealant, and regular cleaning (1-2x per week) will make removing brake dust a breeze:
